The Program Director, Housing and Prevention (PDHP), is a key leadership role reporting directly to the Chief Executive Officer (CEO) and serving as a vital member of the senior leadership ream. This position is responsible for providing strategic operational oversight, direction, and support for overarching Family Assistance Ministries’ (FAM) programmatic operations. The Director oversees a diverse portfolio of programs and services including residential shelters, permanent supportive housing (PSH), transitional housing (TH), homelessness prevention, and a range of supplemental support programs that aids families in achieving self-sufficiency.
As the senior leader responsible for excellence in service delivery, the PDHP ensures consistent, efficient, and effective delivery of services aligned with FAM’s mission, while fostering programmatic excellence, compliance, and measurable outcomes across all service areas.

Key Responsibilities
Strategic Leadership (30%)
Lead program development initiatives with a focus on long-term sustainability and mission alignment.
Use data-informed strategies and performance indicators to assess program effectiveness and implement improvements.
Align departmental strategy with organizational goals, operational plans, and fiscal priorities in collaboration with the CEO and leadership team.
Lead the planning, coordination, and execution of high-impact program initiatives.
Represent FAM at community events and speaking engagements to strengthen program visibility and advocacy.
Drive resource optimization through ROI analysis and departmental performance reviews.
Establish, track, and evaluate key performance indicators (KPIs) to guide programmatic improvements.
Build and maintain strong relationships with funders, service providers, and key stakeholders.
Actively participate in collaborative groups and community forums.
Leverage partnerships to expand resources and service delivery to advance organization’s mission.
Prepare data driven reports for CEO that provides operational insights to programmatic performances.
Lead the oversight and development case management dashboards to ensure clarity and accuracy of data and KPIs.
Lead the design and implementation of programmatic systems, workflows, and infrastructure enhancements to ensure effectiveness, accountability, and scalability across services.
Program Oversight & Team Leadership (40%)
Oversee operations and outcomes across all client service programs
Lead implementation of pilot and expansion services
Supervise and support program management team, ensuring departmental performance, staff development, and service quality.
Drive a culture of accountability, motivation, and continuous improvement across the department.
Lead staff training, onboarding, and role clarification to ensure optimal team functionality.
Oversee the effective use of the case management and service delivery platforms to ensure timely service delivery, team accountability, and cross-functional coordination.
Oversee all aspects of policies & procedures associated with programs and drive enhancements.
Responsible for oversight and exercising due diligence, review, and approval process for all client aid.
Approve and oversee all client aid disbursements, and ensure appropriate documentation, controls, and tracking.
Direct inventory management for donations, cash, and gift cards in compliance with agency policies.
Promote cross-departmental collaboration to ensure cohesive service delivery and communication.
Conduct regular staff meetings and 1:1 check-ins with direct reports to provide guidance and evaluate progress.
Manage departmental budgets, prioritize expenditures, and ensure adherence to financial protocols.
Handle staff performance evaluations, disciplinary processes, and HR-related documentation.
Regulatory Compliance & Contractual Service Delivery (30%)
Oversee the administration and compliance of all program-related contracts and grants, including federal, state, county, city, and private foundation agreements.
Oversee compliance with HUD, county, and grant contract service delivery requirements, as well as internal policies and applicable regulations related to PHI, confidentiality, housing and shelter operators.
Lead internal audits, prepare contract monitoring visits, and ensure documentation integrity across all programs.
Monitor and enforce compliance in areas such as timekeeping, service allocation, data entry, and client confidentiality.
Track changes in regulatory and funding requirements; communicate updates to staff and oversee timely implementation.
Oversee day-to-day personnel management for direct reports—including supervision, scheduling, and performance feedback—while partnering with the CEO and HR leadership on non-routine matters such as policy enforcement, employee relations, and formal disciplinary actions.
Lead the refinement of systems that promote consistent, high-quality documentation practices while integrating improvements that enhance compliance, efficiency, and service impact.
Oversee the accuracy, completeness, and timely entry of HMIS data to ensure compliance with funder requirements and support data-driven program evaluation.
Preferred Qualifications
Bachelor's degree in human services, social work or related field. Master's degree is preferred but not required.
Minimum of 8–10 years of progressive experience in nonprofit serving housing and homelessness programs serving vulnerable and underserved populations.
At least 5 years of supervisory experience managing teams of five or more combined direct and/or indirect staff in a programmatic or service delivery setting in nonprofit management and planning techniques.
Proven experience managing a program budget minimum of $1M or more with a proven track record of oversight of contract compliance and successful completion of monitoring visits.
Extensive knowledge of housing models and approaches within response systems.
Proven ability to translate strategic plans into scalable, measurable program models aligned with local, state, and federal homeless response frameworks.
Track record overseeing integrated service delivery with combination of outreach, emergency shelter, transitional housing, permanent supportive housing (PSH), rapid re-housing (RRH), and wraparound supportive services.
Deep familiarity with HUD regulations, Continuum of Care (CoC) standards, Cal AIM Enhanced Care Management (ECM) and Community Supports.
Experience ensuring compliance with state and federal audits, funder monitoring, and outcome-based performance evaluations.
Advanced knowledge with budget and reporting oversight for grant program compliance across federal, state, and city contracts.
Operational experience with Coordinated Entry Systems (CES) and a strong grasp of performance metrics such as housing placement, retention, and service utilization.
Ability to design and implement quality assurance frameworks, internal monitoring protocols, and continuous improvement systems.
Proficient in HMIS and case management platforms such as Clarity, Planstreet, or Apricot, with a data-driven approach to compliance and program performance.
Skilled in cross-sector collaboration with managed care organizations, behavioral health providers, public agencies, law enforcement, and local jurisdictions.
Experience preparing management-level reports and engaging diverse stakeholders, including boards, funders, elected officials, and community partners.
Demonstrated capacity to lead through change, including navigating funding shifts, emergency response, and the launch or restructuring of major program initiatives.
Strong financial literacy with the ability to manage complex budgets, interpret cost allocation methodologies, and support fiscal accountability across departments.
Committed to staff development with a proven ability to mentor and lead high-performing teams, fostering a culture of excellence, accountability, and equity.
Proven experience in non-profit housing program development and supervision, program implementation and oversight, policy management, budget and resource management, staff supervision, case management systems and planning techniques.
Knowledgeable about Orange County community resources and public benefits.
Excellent oral and written communication skills
Proven ability to work with diverse client populations and experience working with people in crisis.
Technologically advanced with an AI-driven mindset; proficient in both Mac and PC environments, Microsoft Office Suite, internet tools, and client data platforms including HMIS, Apricot, and other cloud-based or AI-integrated systems.TRAVEL
Frequent local travel - must have reliable transportation, valid driver license and current auto insurance.
Must possess or be able to obtain CPR and First Aid certification within the first 90 days of employment.
Must possess or be able to obtain training certifications for contractual compliance within the first 90 days of employment.

Work Schedule
This is a full time exempt 40 hour exempt position: Monday through Friday 8-5pm, on call & after hours as needed, plus attending events/functions in the evening and/or on weekends.
Director roles are required to participate/attend at least 75% of key FAM events, or as requested
Compensation & Benefits
Starting annual salary is $100,000-$120,000.
FAM pays 1OO% of the premium for the employee's coverage in the medical and dental plans; 5O% of the vision premium for the employee.
